The province of Luanda, Angola, will proudly host the 7th African Union – European Union Summit on 24–25 November 2025, a landmark event uniting Heads of State and Government from both continents, along with technical delegations, regional organizations, and international partners.

This Summit stands as one of the most significant multilateral gatherings of the year, marking a quarter-century of the AU–EU strategic partnership and commemorating 50 years of independence for Angola and several African nations.

As the world watches, Luanda becomes the diplomatic capital of Africa and Europe.


25 Years of AU–EU Partnership: A Journey of Cooperation and Shared Values

In 2025, the African Union (AU) and the European Union (EU) celebrate 25 years of a partnership founded on shared values, mutual respect, and a commitment to peace, prosperity, and sustainable development.

Key Milestones Over the Years

3–4 April 2000 – Cairo, Egypt: First AU–EU Summit

Under the theme “A New Dimension to Our Global Partnership for the 21st Century”, African and European leaders established the foundation for long-term cooperation in political, economic, and cultural domains.

December 2007 – Lisbon, Portugal: A Turning Point

  • Adoption of the Joint Africa–EU Strategy, the first comprehensive framework for long-term collaboration

  • Establishment of institutional structures and funding mechanisms

November 2010 – Tripoli, Libya: “Connecting EU and Africa”

  • Adoption of the Tripoli Declaration and Action Plan (2011–2013)

  • Reinforcement of cooperation in peace, security, development, and regional integration

  • Adoption of a Joint Declaration on Climate Change reaffirming commitment to the UNFCCC and Kyoto Protocol

Theme: “Promoting Peace and Prosperity Through Effective Multilateralism”

The 2025 Summit will be co-chaired by:

  • H.E. João Lourenço, President of Angola

  • H.E. António Costa, President of the European Council

High-level representation will include:

  • Ursula von der Leyen, President of the European Commission

  • Mahmoud Ali Youssouf, Chairperson of the African Union Commission

Summit Agenda: Two Days, Two Continents, One Shared Vision

Leaders will gather in Luanda to discuss cooperation in two major thematic areas:

1. Peace, Security, Governance, and Multilateralism

  • The EU currently deploys 12 civilian and military missions in Africa
    (Central African Republic, Libya, Mali, Mozambique, Somalia)

  • Ongoing support through the European Peace Facility to prevent conflict and strengthen stability

  • Joint efforts on counter-terrorism, violent extremism, and security reform

  • Deepened cooperation across multilateral bodies (UN, G20)

  • Shared advocacy for reforms of the global financial architecture

2. Prosperity, People, Migration, and Mobility

Trade and Investment

  • The EU remains Africa’s largest trading partner

  • 90% of African exports enter the EU market duty-free

  • EU foreign direct investment in Africa reached €238.9 billion in 2023

Global Gateway Investment Package – €150 Billion

The Africa–Europe Global Gateway aims to:

  • Accelerate green and digital transitions

  • Boost sustainable growth and job creation

  • Strengthen education, training, and healthcare systems

Migration and Mobility Partnerships

  • Work on legal pathways, border coordination, anti-trafficking and anti-smuggling

  • Since 2022:

    • 30,000+ African students and staff have joined EU-funded mobility programmes

    • 18,000+ Europeans participated in African universities

    • 6,000 academic mobility opportunities across 103 African universities
